Preheat oven to 350°. Place the honey, sugar, raisins, water, shortening, cinnamon and salt in a saucepan and boil for 3 minutes. Cool about 30 minutes. Add the flour and the baking soda which have been mixed together. Blend until smooth. Pour into 10 x 16-inch pan. Bake at 350° for 30 to 40 minutes.
