Base: Beat sugars and butter till creamy; add in 2 Large eggs. Mix in flour, baking soda and salt. Add in 1 teaspoon vanilla and butterscotch chips. Spread in greased 9x13 inch pan. Bake at 325 degrees for 20 min. Remove from oven, spread marshmallows over base and return to oven and bake 15 min at 300 degrees. Cold bars and frost with frosting. Boil sugar, cocoa, lowfat milk and butter. Remove from heat and add in vanilla. Beat for 2 min till fluffy.
